True cellular concrete does not have nearly the compressive strength you are looking to achieve, with 28 day breaks closer to 300-400 psi, rather than the 2,500 that you're looking for. As you noted, cellular concrete is essentially just cement, water and the ing agent. To achieve higher psi's you'd need to introduce course and fine aggregates.
